Can we use Butterfly valves on chilled water line?
Yes, but believe it are not there is a flow direction on them. So look for the arrow pointing the direction of flow.If you want to adjust the amount of flow use a globe valve.
Generally it is better to use fully open or fully closed condition.
its a quarter turn family valve taking less time and little space.
Please take care of insulation also.

Butterfly valves on water lines should be manually operated only through
a geared mechanism to prevent slamming – a sudden , high velocity water
stoppage. A hydraulic ram can result (water hammer) which can severly
damage and even rupture the piping. Example – on some fire hydrant
connections.
A common failure with lower quality Bfy valves is breakage of the shaft.
Use tapped mounting lugs on flange -mounted Bfy valves so that the downstream flanged piping can be easily removed if needed.
Bfy valves are commonly used for modulated flow control with the most effective control occurring from 60% open to closed.
